Mrs. Roshini holds a BSc Management (Public) Special Degree from the University of Sri Jayewardenepura, together with an MBA (E-Governance)  from the University of Moratuwa and an MSc in Maritime Affairs (Specialization in Shipping Management and Logistics) from the World Maritime University, Sweden. She followed the Diploma in Transportation and Logistics Management from the University of Colombo. She is a Chartered Member of the Chartered Institute of Logistics and Transportation, Sri Lanka (CMILT).

Mrs. Roshini is a Class I officer in the Sri Lanka Administrative Service. She joined the Sri Lanka Administrative Service in 2006. From 2007- 2009, She served as the Assistant Divisional Secretary of Chilaw and then served as the Assistant Divisional Secretary of Colombo till 2011. Since 2012, she served as the Assistant Director (Licensing) of the Maritime Administration of Sri Lanka (Merchant Shipping Secretariat) till October 2018. Before being appointed as the Secretary of the National Education Commission in 2021, she served as the Director (Licensing) of the Merchant Shipping Secretariat.
