The National Education Commission (NEC) was established by Act No 19 of 1991. The Commission was constituted in July 1991 and its first meeting was held on 2nd August 1991

The following members constituted the first commission.

The following changes of the membership of Commission as taken place during the period of 1st Commission.

  • Mr. M.M. Junaid – Secretary , Ministry of Administration , Home affaires and Provincial Councils was appointed in place of Mr. P. Aberathna in May 1992
  • Mr. N.V.K.K. Weragoda – Secretary, Ministry of Education was appointed in place of Mr. M.D.D. Pieris in June 1993
  • Mr. M.D.D. Pieris – Scretary, Ministry of Public Administration Home affairs and Provincial Councils was appointed in place of Mr. N.N. Junaid in June 1993
  • Prof. B.L. Panditharathna – Chairman, UGC was appointed in place of Prof. A.P.R. Aluvihare in October 1993
  • Mr. Austin Fernando – Secretary, Ministry of Public Administration Home affairs & Provincial Councils was appointed in place of Mr. M.D.D. Peris in November 1993.
  • Mr. D.S. Jayasundara passed away in December 1993 and Mr. S.T. Wickramasinghe was appointed in his place in April 1994
  • Mr. M.J. Perera was appointed in place of Prof. G.L. Pieris in May 1994
  • Mr. M.D.D. Pieris – Secretary, Ministry of Education and Higher Education was appointed in place of N.V.K.K. Weragoda in August 1994
  • Prof. W.L. Siriweera, Chairman, UGC was appointed in place of Prof. D.L. Panditharahna in October 1994
  • Prof. P.W. Epasinghe Chairman, TVEC was appointed in place of Prof D.S. Wijesekara in November 1994
  • Mr. M.P.F.R. Cooray was appointed in place of Mr. S.K. Wickramasinghe in July 1995
