This document contains the National Policy Framework on Higher Education and Technical & Vocational Education. National Education Commission has been submitted this document to His Excellency the President of Sri Lanka on 14th June, 2010. It has been divided into three parts as follows.

අධ්‍යාපන ප්‍රතිපත්තිය සම්බන්ධයෙන් රජයට උපදෙස් දීම සඳහා තමන් වෙත පැවරී ඇති නිල වගකීම ප්‍රකාර ජාතික අධ්‍යාපන කොමිෂන් සභාව විසින් රජයේ සැලකිල්ලට යොමු කරවීම සඳහා සාමාන්‍ය අධ්‍යාපන පිළිබඳ මෙම යෝජනා සකස් කරන ලදී. මෙම ප්‍රතිපත්ති යෝජනා, මෙරට අධ්‍යාපනයෙහි වර්තමාන තත්වය සහ දැනට ක්‍රියාත්මක කෙරෙන ප්‍රතිසංස්කරණත් පිළිබඳව අටළොස් මසක් පුරා කරන ලද විස්සකට අධික ඇගැයිම් අධ්‍යන වාර්ථා පිළියෙල කිරීමේ ක්‍රියාදාමයෙන් ද සාමාන්‍ය අධ්‍යාපන පද්ධතියේ වර්තමාන ස්වරූපය කෙරෙහි තීරණාත්මකව බල පෑ සන්දර්භානුගත සාධක පිළිබඳ සමාලෝචනයකින්ද මහජන මත විමසුමකින්ද කොමිෂන් සභාව ස්ථාවර කමිටුව සහ අනු කම්ටු අතර සාකච්ජා මගින් වූ අදහස් හුවමාරුව තුළින් ද ලද ප්‍රතිඵලයකි. එනයින් බලන කල, මෙම යෝජනා කැපවීමේන් යුතු පුද්ගලයන් සහ කණ්ඩායම් විශාල සංඛ්‍යාවකගේ දර්ශනයන් සහ අත්දැකීම්වල හරය කැටි කොට ගැනීමක් ලෙස සැලකිය හැකිය. කොමිෂන් සභාව, ජාතික අරමුණුවලට අනුකූලව දැනට සාර්ථකව ක්‍රියාත්මක වන ප්‍රතිපත්තිමය ප්‍රතිසංස්කරණ තවදුරටත් ශක්තිමත් කිරීමෙන් එහි අඛණ්ඩතාවය පවත්වා ගෙන යාටමත්, අළුතින් ඉස්මතුවන අවශ්‍යතා සහ අභියෝගයන්ට මුහුණ දීමට හැකිවන පරිදී වෙනස්කම් උත්තේජනය කිරීමටත් උත්සහ දරා ඇත. In Sri Lanka the State has provided free education to all her citizens over the last 50 years. As a result we have a literacy rate of about 90%. During the first few decades, after we gained independence, universities, technical colleges and other tertiary education institutions provided for the training of a wide variety of professional and semi-professional personnel. During this period we produced many scholars, scientists, administrators and national figures of great ability and high distinction.
